Edge flipping fails after one flip following each login

Bug Description

Latest Ubuntu Raring 13.04 build.

With any or all of the three mouse-based edge flipping functions enabled in the Desktop Wall plugin, only one use of edge flipping succeeds after each login.

It does not appear to matter whether the flip is a pointer flip, a drag-and-drop, etc.

The single successful flipping action can continue indefinitely -- i.e., if I have not flipped yet during the session, I can pick up a window and, without releasing it, move it to several different workspaces/viewports.

It does not appear to matter whether a usb mouse or touchpad is being used.

After the single successful flip, there is no response to pointer movement or dragged-window movement at screen edges. Behavior is as if the setting is not enabled. However, the option boxes remain ticked in CCSM: the setting has not formally reverted to default.

I have tried customizing the order of plugins loading to move wall to the end in case it was being overridden by a late-loading plugin. This does not appear to be the case.

I also believe that I can wait an arbitrary amount of before the first flip -- I do not think the issue is that edge flipping is being disabled by another loaded setting at a certain boot+t. Rather, it appears that it is the flip itself that sets in motion some events that disable further flips.

I can find no apparent conflicts with other active settings using edges, as reported in other bugs, and the setting is not broken after restart. In fact, after restart is the only time an edge flip works. However, perhaps there is a small possibility that this is a resurgence of the pointer-wrong-coordinates bug, and further edge flipping is not happening because Compiz does not realize that the pointer is on an edge.

As this is not an auto-generated report, and I'm a bit new, I would appreciate any guidance on what attachments might be useful in reviewing the bug. NVidia proprietary graphics driver 313-updates.
