Bug Description
Hello,
My setup : mysql relation to owncloud + haproxy.
Owncloud first instance correctly connected to mysql
When testing add-units (with and without juju-gui) some instance are configured to use mysql and some are not.
100% reproductible if adding more than one unit at once.
Looking at the db-relation-change script there is a lot of assumptions there and assume that if no config.php is present there might have troubles.. (just guessing.)
