Controller scratch: fast oszilating speed, bad sound at rate = 1

This seems to be similar to Bug #1117806, but due to the complete different signal way it may depends on other issues.

It still happens.

* Load a sine wave to a Deck
* Try to use the controller jog-wheel to transport the track with rate 1
* I hear a wobbling sound instead of a pitch matching the jog speed.

I assume this is due to the CPU load depending midi processing.
A solution might be filter that takes the midi timestamps into account.
A similar thing we did when dejerking the waveforms.
