i've installed a fresh copy of ubuntu feisty with network-
I was able to establish vpn tunnel with vpnc with nm-applet settings.
When I changed network settings with a static IP all the applet controls disappeared leaving only manual configuration.

I am not sure if I understand you correctly; if not ,feel free to reopen this. However, I think this is a correct behaviour - when you set your network manually, it is an end of job for NM (generally, your /etc/network/ interfaces should not include any uncommented lines that are not in form auto interface, maybe beside loopback (lo))
