Fullscreen windows are not fully fullscreen

Fullscreen windows are not really a fullscreen — there is a 1px lag between the window and the border of the screen. And if there is another window under current — I can click on it, it will raise. If not, I can click on the desktop.

Restore window and make it fullscreen again fixes the issue, but next time I start an application, the problem appears again.
