alt tab to window with "always on visible workspace" changes workspace

Bug Description

Mint Version: 14

Example of it working as expected: If you right click a window, change to "always on visible workspace", then move to a different workspace and click on the task in the task bar, it makes the window active and stays on your current workspace.

If instead, you alt tab, it switches back to the workspace the "always visible" window was originally made "always visible"

steps to reproduce:

Open workspace 1:
Open up a new window. Make it "visible on all workspaces"

Open a workspace 2:
Open up a new window.

Alt tab.
You should now be back on workspace 1 with the original window highlighted

What i expected to happen:
The workspace not to change. The same actions would happen if you just used the mouse to select the window instead of using alt tab.

This has existed for a long time and is most likely in gnome 2 not just linuxmint

And here's a duplicate report also on Launchpad: Bug #1169502

I thought it might have been something corrupted in my user profile, but I created an entirely new user account, and the problem exists there too.
