Quantum API - Document Port Bindings Extension

The 'portbindings' extension needs to be documented as part of network API documentation, since it's supported by 'community' plugins.

This bug is for a new section, so no link is provided.

Diane, the extension is described in the quantum/extensions/portbindings.py
If that would be not enough to write docs for it, you should probably have a look also at the plugin implementing it (at least linuxbridge and openvswitch do).

The port bindings extension augments the 'port' resource with a few attributes. It does not define any new resource/operation. In a way, its documentation should be similar to the provider networks extension which is currently under review: https://review.openstack.org/#/c/25843/
