current layer doesn't update correctly when selecting multiple objects

Bug Description

To reproduce:
Create three layers.
In the middle layer, create two objects.
Make the bottom layer the active layer (open the layers panel and click on the bottom layer).
Drag-select both objects (the usual rectangular selection method). Notice that Inkscape still thinks you're on the bottom layer, even though the objects are in the middle layer.
If you press Shift+PageDown now, Inkscape will complain (because it thinks you're on the bottom layer).
If you press Shift+PageUp now, Inkscape will correctly move the objects to the top layer.

If you only create one object in the second step, Inkscape will correctly transition to the middle layer upon selection of the single object.
