Bug Description
I cannot get libtiff to parse this TIF. I recognize that it is an old style JPEG TIF... but, it should still work, right?

The above file opens and displays successfully in Image Viewer (eog, which I think uses libtiff) on Ubuntu 14.04 "Trusty Tahr", with libtiff5 4.0.3-7ubuntu0.1
