Do you mean that the time zone chosen by ubiquity during the installation process is set to UTC or that the time in the panel of the live environment is set to UTC?

I did not go through the installation process.

When you show Ubuntu to someone on its computer, I find it nicer if the time zone (and the keyboard layout) is chosen by default. (localisation is another issue as it needs disk space on the *.iso).

As the installation process already does it right, why not the live environment ?

Brian's question was properly answered, so I reopen this bug. It should either be fixed, or someone say it's not worth fixing.
