'Feature Request' in Help got me here but no where to enter it ?

Bug Description
I followed the link to suggest a new feature from JHelioviwer and ended up in launchpad but there is no obvious place to enter new feature requests.
Both report a bug and request a new feature appear to point to the same place in the help menu !

Hi John,
Just go ahead and enter your feature request here. We will then change the "Importance" tag to "Wishlist". I agree that it's not the most obvious user interface.
