FFe: Include gtk-theme-config in Raring

I'm asking for a feature freeze exception for gtk-theme-config, a small vala script with a Gui to modify your gtk-theme's colors. It works for both Gtk2 and Gtk3. The plan is to ship this application by default with Xubuntu Raring.

The application has been well tested in the past, it's not very complex and the possible negative effects of it are negligible.

gtk-theme-config brings some nice customizability to the table, but the real reason for including it by default is accessibility. Being able to easily increase (or decrease) the colors of an theme helps people with bad eyesight, while not being visually as disruptive as the highcontrast theme.

The latest release 0.6 is available for Raring.

Hey Scott,
I have to admit that it was partly bad planning, but also partly because of the turbulence around Rolling Release. To be honest I wasn't sure whether Freezes or the release would even happen, which resulted in less planning and a bit of demotivation. Trying to get things into shape now though. Hope that makes sense to you.

OK. If Xubuntu wants it and you can find a sponsor and an archive admin willing to do the required work (review/upload and NEW review) then go ahead. Please get it done before Beta 2 freeze - March 28th.

I won't be able to get to this for beta 2, I could land it shortly after if the release team allows, otherwise, it can be in backports.
