The Recommends of xpdf-utils has to be changed to a Depends at least
until Debian 3.1 is released.

Rationale:

Currently, people doing an "apt-get dist-upgrade" from Debian 3.0
to Debian 3.1 would silently loose the ability of printing PDFs.

In such situations, it's the usual solution in Debian to add a
dependency which can be lowered back to a Recommends after
Debian 3.1 is released.
