Bug Description

When setting USESIM=False and running the tests against a real target, the test_storwize_svc_host_maps test fails due to errors introduced in https://review.openstack.org/#/c/23830/

    Compression/tier capabilities for Storwize/SVC.

    Compression and tiering support were not exported as capabilities,
    and are important features.

    Also fix a couple bugs introduced by
