emacs/gui does not start when .gtkrc-20 file present

Bug Description

after upgrading one of my machines from 12.10 to 13.04, emacs does not start any more, unless i specify -nw to launch in console mode. the emacs window appears, but without any content.

investigating, it seems to be related to the ~/.gktrc-2.0 file: when removing this, emacs starts fine. the file seems to be written by the kde's systemsettings, its content is:

gtk-theme-name="oxygen-gtk"
`

My machine works fine with a ~/.gktrc-2.0 file, but emacs will not open with a .gtkrc-2.0-kde4 file. But otherwise the symptoms are identical. This is probably related to the fact that I use KDE and not Gnome.
