Freeze exception reasoning:

* Binary package "libqmi-utils" contains utils useful for testing and connect manually with modems that uses the QMI protocol.
* Libqmi is required for PPA release of ModemManager 0.7.x (ppa:network-manager/modemmanager-next where an older version of libqmi is uploaded). See also request in bug #1123302.
* Helps solve bug #977761.
* It is required when ModemManager 0.7.x is introduced to Ubuntu later for QMI support.
* The binary packages are independent of any other packages currently in Ubuntu and should not cause any new bugs.
