Bluetooth settings do not work

Bug Description

The 'Bluetooth' settings in 'Switchboard' does not work. It shows two options: 'Bluetooth' and 'Visibility' and both are grayed out. I can turn on and off the bluetooth from the icon in the top bar but not from here. Also, this prevents me from hiding the bluetooth icon from the top bar.

I found out, turning it on works (by clicking on the greyed out On-switch), when turned off using the applet. However the plug does not show this.

Also, there is now way to pair a device, bluetooth-wizard is also not working

Here is a screenshot with bluetooth adapter plugged in and turned on (according to the applet and after running bluetooth in terminal, which returns:
andreas@andreas-luna:~$ bluetooth
bluetooth = on
)

I'm not sure the duplicate tag is correct. In my case I can turn blue tooth on and off without issues so that other bug really does not affect me.
