Limit imported bitmap to a given size

When dropping a bitmap, only one with a size smaller to a given amount should be accept.
If not propose to cancel the importing operation or to rescale it.

Limited size could be like an amount of pixels because we want to limit the memory consumption.

Possible size are 20'000 pixels

This amount could be add in the Pharo settings, to be edited from the Browser settings.

Set a hard 250'000 pixels limit for dropped picture in the canvas. If over, downsize the dropped picture.
