Quantum has not used gflags for sometime. I'm not sure why it is a requirement.

Workaround--go to URL:
   http://us.archive.ubuntu.com/ubuntu/pool/main/p/python-gflags/ and download python-gflags_1.5.1-1build1_all.deb.
Install the downloaded deb package by using:
   dpkg -i python-gflags_1.5.1-1build1_all.deb

no longer affects: ubuntu

The problem also occurred when I try to install the nova software. If gflags are no longer a requirement, then the dependency should be removed from the packaging.
