Unverified that package installation failures are handled consistently

Bug Description

We need to:

1. Verify that package installation failures consistently produce the "Sorry, a problem occurred while installing software" alert, regardless of whether they are triggered from USC, Software Updater (bug 1118210), or Session Installer.

2. Establish a useful bucketing system for package installation failures, perhaps a bit less granular than the entire dpkg log as a string.
