does not use/launch ~/.local for pixmaps and bin

Bug Description

Even though I can use an executable from ~/.local/bin, Unity does not launch it - it does include the .desktop file from ~/.local/share/applications - it doesn't display the icon from ~/.local/share/pixmaps.

Is this still a problem? Seems to work fine in 14.04+.
