Footnote numbers start at 2 instead of 1

Bug Description

Some how a document has gotten munged so that the footnotes start at 2 instead of at 1. Cutting and pasting the text from the document into a new, fresh document corrects the problem. But apparently no amount of fiddling can get the count to start at 1 in the old document.

What the styles.xml should have in it:

What it does:
<text:notes-configuration text:note-class="footnote" text:citation-style-name="Footnote_20_Symbol" text:citation-body-style-name="Footnote_20_anchor" style:num-format="1" text:start-value="1" text:footnotes-position="page" text:start-numbering-at="document"/><text:notes-configuration text:note-class="endnote" text:citation-style-name="Endnote_20_Symbol" text:master-page-name="Endnote" style:num-format="1" text:start-value="1"/>

Note start-value="1". Still looking into the bug, figured I should at least post my preliminary finding.

What applications (OpenOffice/LibreOffice/Microsoft Office/etc) has this file been edited in?

Go to Tools -> Footnotes / Endnotes. Change Start at: 2 to be Start at: 1

I totally missed that when I first checked the settings. Closing because it's not a bug.
