Dark box when hovering over buildings

When you move the mouse over a building, small box is shown (see screenshot). This happens to all buildings, except warehouses/ports/(propably headquarters), constructionsite, and destructionsites.
I guess it is the normal text box (e.g. "Skipped production of .."), but without any content.

This issue was discovered in r6524 and is still present in r6526. I did not notice it in r6504, so propably the bug was introduced afterwards.

if(tooltip != "") show it;
but tooltip is "<rt></rt>"

I do not see the bug in r6561 - likely that it was fixed and this bug was forgotten to be closed.
