Gnome-panel hangs at startup

Bug Description

Gnome-panel 2.9.(2..3) has a nasty habit of sometimes not starting correctly
here on my hoary.
It displays the top and bottom panel-bars but no applets at all and nautilus
doesn't set the background.
Gaim lives in my notification-applet and starts just fine.
By dropping to a tty and doing killall gnome-panel to restart it I get an empty
dialog called Fråga (question in Swedish).
If I try to close it and waits for the metacity to give me the "this program is
not responding, kill it?" dialog and go for the kill gnome-panel restarts and
this time it displays the dialog's contents with a text saying that there were
problems starting the window-list applet and buttons to reload or remove the
applet.
These are however non-functional and I have not been able to get further by
killing gnome-panel.

What can I do to help debug this?
