Cannot add accounts to Budgetary positions

Bug Description
module: account_budget
Navigation: Accounting> Configuration> Budgets> Budgetary Positions> Create New - enter Name, Code, can not enter accounts (Accounts tab) - there is no "add an item" button
In effect Budgets Management module in v7.0.1.0 is not working because no accounts can be assigned to the budgetary positions and it is not possible to track budget expenditures.
Problem is the same in both my.openerp.com instance and local one.
