curser not detected after tool is used

Bug Description
After using a tool, the toolbars do not detect the cursor until the curser is moved outside of the Inkscape window. Neither the tooltip is shown when hovering the curser over the toolbar, nor does anything happen when you click the tool. For example after the rectangle tool is slected, you can draw rectangles, but you cant select any other tool (until the curser is moved outside of the inkscape window). This problem does not appear to be specific to certain tools. It appears to occur regardless of the tool that was selected.
Additionally, in the case of the select tool, after selecting an object, path, etc., nothing further can be selected until the curser is moved outside of the inkscape window.
