Can't install libperl-dev

Bug Description

jeramy@tuscany:~/devel/inkscape $ sudo apt-get install libperl-dev

Since you only requested a single operation it is extremely likely that
the package is simply not installable and a bug report against
that package should be filed.

Can you post the output of 'apt-cache policy libperl-dev'? The dependencies you
show aren't those of the current version of libperl-dev in warty-security.
