Cannot move or resize java application windows and dialog boxes, Arduino, Netbeans etc

Bug Description

I am unable to move or resize most java application windows.

First noticed with the Arduino IDE when i tried to resize its window and nothing happened, the mouse did not change to the resize pointer when in the right position to resize. The window is also missing its title and close, minimise and fullscreen icons in the top left corner.

The same thing also happens in the Netbeans IDE for all dialog boxes, although the main netbeans window can be moved and resized.

This is on a clean install of Raring from the daily build 26-02-2013 and fully updated.

This occurs on a AMD64 Lenovo T420 laptop as well. the bottom of the window seems to have issues as well see screenshot. attached

Same error.
I can not see the main panel, it appears when you press the top frame of the window.

Applications are collected in a Swing band at the bottom of the window.

Just installed updates of Unity and Compiz - and problem has gone!
