For what I understand of Ubuntu themes and the Unity bar, the application source-code (and not the packaging script) has to be altered to comply with the requested.

SQL Developer is both a Java application and proprietary by Oracle. Though this may be requested to Oracle, most likely it won't be implemented, since SQL Developer not only isn't Ubuntu specific but it isn't even Linux specific.

Regards.

The reported issue applies to SQL Developer which is both a Java
application and proprietary by Oracle. Though this may be requested to
Oracle, most likely it won't be implemented, since SQL Developer not
only isn't Ubuntu specific but it isn't even Linux specific.

The issue doesn't apply to sqldeveloper-package, which is a wrapper to
build a Debian package from upstream sources.
