Gnome Power Manager should have option for not locking on suspend

Bug Description

Binary package hint: gnome-power-manager

When the system is suspended through Gnome Power Manager (right-clicking on battery icon, setting it to suspend on lid close, etc etc), it
asks for the user's password upon resume. There should be an option to disable this in the Gnome Power Manager if the user wants to.
