Network Manager Applet does not list VPN connections after login

Bug Description

I use vpnc through network manager. When I start up my laptop, at the login screen the network manager finds my wifi connection and connects before login. That is all good. But when I log in and then click on the network manager applet to try and connect to a VPN connection, my VPN connections are not listed. The "VPN Connections" list is empty. If I disable and then re-enable wireless, the connections show up.

I assume this is a permissions issue...The VPN connections list must be populated before I log in, and the connection I am looking for is not set to be available to all users.

This is not a major issue, just a nuisance--I have to disconnect and reconnect wifi after login if I want to use the VPN, but that workaround takes care of the problem.

I am on ubuntu 12.10 with an up-to-date system (3.5.0-25-generic #39-Ubuntu SMP Mon Feb 25 18:26:58 UTC 2013 x86_64 x86_64 x86_64 GNU/Linux). Here are some other versions:
