Bug Description

Summary: You can set a filter to "Use by default" when you save the filter but you can't disable "Use by default" afterwards. Or, if you save a filter without enabling "Use by default", you can't go back and enable it. The only way I see is to delete the filter and start over. Also, when saving a filter, the system should not allow an empty field for the filter name.

Reproduce:

1) In a list view, go to the search box. Add a filter element. Click "Save current filter". Type in a filter name. Enable "Use by default". Click Save. There's no way now to go back and edit this filter to disable "Use by default". The same applies to "Share with all users".

2) In a list view, go to the search box. Add a filter element. Click "Save current filter". Type in a filter name. Leave disabled "Use by default". Click Save. There's no way now to go back and edit this filter to enable "Use by default". The same applies to "Share with all users".
