python-reddwarfclient should be installed via GitHub tarball

Reddwarf tests depend on the python-reddwarfclient which needs to pushed to PiPy whenever a change is made. We should instead pull from a GitHub tarball.

Example: pip install https://github.com/facebook/python-sdk/zipball/master

Instead of from github, openstack-ci uploads tarballs when a tag is pushed matching a certain pattern.

    Use tarball for python-reddwarfclient dependency

    * Openstack-ci creates a tarball at tarballs.o.o when tag matches:
      ref: ^refs/tags/([0-9]+\.)+[0-9]*
            (alpha|beta|candidate|rc|a|b|c|r|g)[0-9]*$

    Fixes bug#1131509
