Please sync urfkill 0.4.0-2 (universe) from Debian unstable (main)

Explanation of the Ubuntu delta and why it can be dropped:
  * debian/rules: clean up sample comments, simplify rules to make use of
    DEB_HOST_MULTIARCH as it is already available.
  * debian/urfkill.init.in: fix typo: add lib/ to the multiarch path to the
    urfkilld binary.
All of the Ubuntu changes were integrated into Debian's packaging.
