Shortcuts such as Ctrl+F9 set but are unresponsive

Shortcuts involving the Ctrl keys and any of the "F" keys, set but are unresponsive. I have confirmed this error by setting such shortcuts on 2 desktops, a laptop and also (just because I could) in a virtualbox.

Same result in each instance.

This behaviour is present on Xubuntu 14.04 amd64 both when upgraded (from 13.10) and when installed from scratch.
