Bug Description

Upgraded via normal method to Firefox 19 from 18 on Ubuntu 12.04.2 64 bit.

Unlike under 18 when a download completed the 'Clear List' button was active to clear completed downloads in the 'Downloads' dialog. Under 19 this is not the case and it stays greyed out.

This bug is triggered by having Firefox prerference to never remember history aka private browsing before upgrade.

Do: Edit->Preferences->Privacy then under 'Firefox will:' and do 'Never remember history' to see the issue.

Next after seeing the issue. If you reset for a custom setting 'Firefox will:' and un-check private browsing then downloads are offered the clear list in the download dialog once again.

summary: Regression: Firefox 19 - Downloads complete and 'Clear List' not
- highlighted in 'Downnloads' dialog box
+ highlighted in 'Downloads' dialog box
