Bug Description
The Ubuntu instructions get the user to install python-novaclient via. pip which installs the latest version. This is bad because libra client requires 2.10.0 due to a bug in the 2.11.0 release. So when the user runs it they are hit with an exception due to a bad version installed.
2.11.1 has now been released which is a hotfix that fixes the problem we had. So we should stop fixing the dep at 2.10.0 and make it a '>='.
