The only Ubuntu change is:
- Add -fPIC and -D_GLPLIB_HUGEMEM to CFLAGS on 64-bit arches.
This has been corrected by upstream in 4.14 and 4.15, as seen in Debian bug #363514.
glpk 4.15-5 compiles and installs fine in Gutsy chroot.
