Moving an icon on the launcher implies locking it

Bug Description
Steps to reproduce:
1. Suppose that Gedit and Firefox are not locked on the launcher.
2. Open Gedit and Firefox.
3. Move the Gedit icon above/below the Firefox one.
What I expect to happen?
The Gedit icon should be above/below the Firefox one, and nothing else should have changed.
What happens instead?
The icon is correctly moved, however it is also locked.
To be clear: with 'locked' here I mean that right-clicking the icon shows "Unlock from launcher", i.e. when I close Gedit, its icon is still on the launcher.

I cannot find the bug report, but this is actually an intended feature and not a bug. The reasoning was that if the user moved the launcher icon, he most probably wants to lock it for easy access in the future. Again maybe someone else can add the link to the other bug report I am referring to.
