Greeter doesn't show background wallpaper in home-folder when disk is encrypted

Bug Description

I have my disk encrypted and when I come to login to elementary the guest account has a background for the Greeter but my own user does not. It seems as though this is linked to my disk encryption. Maybe it could revert to a default?

Till we have a working solution for caching wallpapers outside of the home-folder we will just take the default-wallpaper instead of a ugly black screen. I keep this Bug as a reminder to take a look on that after release ;)
