Multi monitor behavior problem

Bug Description

I am running ubuntu 13.04 x64 version today I decided to show of ubuntu (wanted to start a video on one monitor and a wine window on the other monitor) so I pluged my second motor generally I do not use it, I noticed that general feel of multi monitors is improved dramatically but I encounter this problem

 When an application is in full screen mode on the one side of the monitor the other side does not work.
as you can see on the right side I am running minitube in full screen mode

ok great but I want to use the other side of the screen and when I try to do any thing the launcher does not work file manager windows do not work as well

ok does not looks bad but this is not what I see on the screen

a lot of errors and I can not start any app
when I tried to select file manager window with alt+tab this is what I got

so when an application is running in full screen mode then the other side does not work as well and I do not think this is a desighne choice of ubuntu team

 I really do not think that it is drivers fault but if this is will help you I am ruining nvidia proprietary 313.09

Maximizing the window on the other side does not work as well

I tried maximizing other apps and they did maximize on the other side but rhythmbox does not
