Bug Description
bzr merge-upstream generates -1 version number, instead of -0ubuntu1 when DEB_VENDOR is Ubuntu.
It even does so when previous changelog entry has 'ubuntu' in the version number.
We should generate a better default.

well it's my own fault actually as the last changelog entry was UNRELEASED and the one before was merged from debian hence defaulted to debian version number instead of ubuntu.
