The system can not boot if a any VG has many LVs (500 and more)

Bug Description
The problem occurs when executes 85-lvm2.rules because vgchange is works for long time (1,5 -2 min) and udevd is killing vgchange.
The problem occurs in udev 175
udev 151 has no problem.

To replicate the problem, create a 520 LVs on disk of 500 GB size ( metadatasize of PV is 10Mb )
