This package is a Build-Dependency for hud, which is used for the unity desktop environment.

Background information:
Libcolumbus is a search/matching engine designed to work with unclean data; to be able to handle accented searches and properly match texts; for use with the Unity HUD. (search engine for the HUD).

Looking at the packaging in trunk, everything looks mostly fine. Will wait until it actually lands in Ubuntu.

Hmm. libcolumbus0-0-python should be python3-columbus. Will file a merge.
