"Plugins" tab in preferences should not disappear

Bug Description
The "Plugins" tab in preferences should always be present, and in case you have no plugins installed it should clearly state so. Right now it only shows up after installing a plugin, which makes it nearly impossible to discover.
Combined with bug 1121017 it makes working with Files plugins an utter PITA.
