GIMP 2.6 tool and layer windows do not display properly.

On GIMP 2.6 load, only the top half of the Tools and Layers windows are displayed. They can be dragged upward. However when a large graphic is imported, only the bottom half of these windows are displayed. These cannot be dragged, hence the windows are useless.
