sbuild attempts to satisfy versioned depencies and fails - causes packages to FTBFS

Bug Description

Binary package hint: sbuild

The package in question is libmail-box-perl. It FTBFS on Feisty and Gutsy due
to unmet depends, even though the archive appears to have the dependency.

From the build log:

libtest-harness-perl: already installed (=*=PROVIDED=*= >= 2.62 is satisfied)

....

dpkg-checkbuilddeps: Unmet build dependencies: libtest-harness-perl (>= 2.62)

libtest-harness-perl 2.64 is in the archives, but in it's own source package
(that's new for Feisty):

Based on the conversation on #ubuntu-motu and #ubuntu-devel, I would guess that the buildd is
still using the perl-modules version of libtest-harness-perl and its version is
insufficient.

It was suggested on #ubuntu-devel this is an sbuild issue.
