Bug Description

In diagnostics/zorba_exception.cpp and diagnostics/xquery_exception.cpp, there exist "#if 0" lines that hide better code for the formatting of error messages as XML. The old format code should be removed and the hidden code should be enabled.

However, this can not happen until Zorba 3.0.
