apt dist-upgrade generates grub.cfg multiple times

Bug Description
I ran a dist-upgrade and had to upgrade memtest, linux image.
When those packages got installed, apt generated a new grub.cfg file. Same thing happened when apt configured them.
This is just a minor bug, the grub.cfg was generated 4 times and it was noticeable on my machine (which is slow) because each time it took about 2 minutes.

This report is very lacking in detail. You must specify which Ubuntu
version you are using, and give precise package names (there is no
“memtest”) and versions upgraded to and from.
Anyway, this particular issue has already been reported. See bugs.debian. org/481542> for some discussion on why it will not
