Wrong mon_decimal_point for locales/pt_PT

The $ was the portuguese currency decimal point before the euro.

Current:
5$10 €

Expected:
5,10 €

I've attached a patch to fix this bug.

No, I just patched it in the about-to-be-uploaded Ubuntu package. I'll
